I'm running Win 7 64 bit and was having startup issues. Fixed by:
Start Button > Clic 'Games' (above Control Panel) > Clic 'Options' (Set up Games Folder Options) > Choose 'Never check online for updates' and also, uncheck 'Download art and info ...', and uncheck 'Collect most recently played ...' then clic 'OK'.
Now my Fs9 starts first time with no loading of rundll32.exe or gameux.dll.

Doh! Problem has returned. This is irritating, anyone have any ideas for a fix?

Update: Got a workaround:

Took ownership of the files 'gameux.dll' in both the System32 and the SysWOW64 directories and renamed them. 
Fs9 starts first time with no loading of rundll32.exe or gameux.dll.
