Problem Configuring Throttle in Steam

I just have the steam edition of FSX I don't have the box installed. I am having a problem getting the throttle control to work properly. I have CH products throttle, stick, and pedals. The throttle will not response, or when I go into the program the throttle is open and I have no control, so my aircraft crashes. To get it to work some what I have to go into my control settings, go back to the default settings, for the stick and throttle, remove the throttle axis from the stick, pitch and roll axis on the throttle, and keep repeating that process until it works. As it is now ... I have to have the throttle up a bit on the stick, then the main throttle will give me some control, but it's not stable at times. I am using X Plane 11 and I have no problems with the throttle in that program. Any idea how I can correct this problem.
