Runway lights, when do they come on?

Last night I'm at KTPA 36R, ready for take off. The weather is fair and its 18:15. I'm looking down the runway and MAN its dark. Not that you can't see but I'm thinking the runway lights should be on. Does anybody know what controls when the runway lights come on. If so,is this something that can be changed so they come on sooner.I have seen screen shots at airports when it is much lighter and I see runway and taxiway lights. OH yeah, the runway lights at KTPA came on at 18:20.

FS varies a little bit from reality, but its pretty close.
