AS Cities Niagara Falls/Buffalo into V4.5

I don't post very often & I'm sure this is a simple problem, but I just upgraded to v4.5 (I know 5 is out, but there was a reason I chose 4.5 - specific study-level plane that I needed to practice with that wasn't v5 compatible and time was a factor.  For the life of me, I cannot get AS Cities Buffalo to show up in the sim.  Did Cleveland & Boston no problem, Buffalo will simply not do it.  I used the installer, it has the same path as the other AS cities - it just doesn't appear - or I should say, appear fully.  It looks like there are some buildings (smaller ones) that are there? so I even verified the scenery settings like mesh, textures, etc - no joy.  Very frustrating, any help would be much appreciated.
