AI TRAFFIC and Rain effects

I have the jetways working with the ai traffic, however, does anyone know to have the baggage carriers work with them and have the water effects works such as when the plane lands/takes off, you can see the spray of water.

Yes, all those things work just fine. For the baggage carts to work (on the 737-800) you must open a cargo door by hitting Shirt-E (both at the same time) then the number 2 immediately afterwards.
