Yes, we know that controls get locked out while right-click panning in the cockpit.  However I noticed something new last night while taxiing in.  If you're in the external view (not the drone view though it probably happens there as well) you can pan that view around etc and still steer the aircraft.  This makes me think the issue in the cockpit is definitely a bug brought on by something and not intended behavior at all
