Can't get full throttle

Recently bought a Fulcrum yoke, which is a lovely bit of gear, but ever since I haven't been able to get full throttle in any aircraft.  For example on the Cessna 152 and 172 I can only get c. 2300 rpm instead of c. 2700 - the T/O power difference is noticeable, with the F18 shows max power at c. 94%.

I'm using a CH Throttle for throttle control, have recalibrated it using the CH utility and checked in-game settings including sensitivity to make sure I'm getting full travel.  I am as far as it says, and in the cockpit view I can see the throttle is getting full travel.  Ie visually I'm getting full throttle, but in performance that's mapping to a lower figure.

Last test I did was to remove all USB controllers and just try the keyboard.  Sure enough, I can F3 to full power visually but still get the same lower max. power.

Any ideas because this is doing my head in?  Is there a config file that I could be at fault?

Just did some more testing.  In VR it became clear that in fact the throttle (and mixture and prop) weren't in fact going to their full forward positions - you can only see this from above.

So in fact the simulator is behaving consistently.  But what's stopping these controls going to 100%?
