Another look at Oceanic Procedures

Hi Dave,

I know this was asked a while ago where people would like to have Oceanic Procedures added to P2ATC and while I can certainly see that it will require a lot of work to add the constant positioning report to P2ATC, I would like to ask how the prospect of Oceanic Procedures in the light of ADS-B/C is.

Basically, these are my thoughts.
1: The oceanic clearance is basically an ordinary clearance with other wordings and a bit more back and forth. You then ask the controller you at with to leave frequency to get the oceanic clearance. 

2: There is no need to make position reports using ADS-B/C. 

I do suspect that there might be a lot more too it, which is why I ask how probable the simplicity of my suggestion really is.
