Where I fly in the Western US the Bing tiles usually look like the they had coffee spilled on them where as the ARC GIS tiles (Google Tile MOD) look clean and natural.

Is this a known problem and will it be corrected?

This has been around since the product came out depending on where you fly. Not sure if they classify it as a problem or by design (i.e. they know the servers we are flying on don't have the latest or high quality satellite imagery vs. the Microsoft Bing map servers). It could be that in order to give us the entire world of scenery for "free", they are using older/lower quality imagery in some areas to keep the costs under control (just a guess). As you can tell, I don't have first-hand knowledge, but the bottom line is that if you want to improve the scenery quality in some areas, our main option is the great free 'Google Tile Mod'.
