terrain.cfg remap

I have Prepar3dv6.4 and plan to go to 6.5 soon.  I am doing some terrain design and am trying to to line up the landclass numbers with their associated bitmap files so I can override them in my own scenery texture directory.  It appears that somewhere there is a remap going on between terrain.cfg and the files in \scenery\world\texture.  In theory landclass nnn should use nnnxxxxx.bmp files in scenery\world\texture but it appears that different numbers are being used and and there are landclass values such as 42 and 44 which have no corresponding bitmap files. Any idea where the remap is happening?

Maybe there are additional terrain configuration files somewhere in your addons, that either overrides the default or complement it (like ORBX does)?
