FPS rates changes from one program to another

ok,

I don't understand this.

I got DynamicLod

No matter what I do it says my frame rate is at more or less 27 FPS

Same inside MSFS frame counter

Changed cards to a 4070ti.

Nothing changes. (No matter the settings I use.)

Yet in Steam, it says I am getting almost 60 FPS

Also, testing, I know the sim is way better with the new card.

Also, when I start DynamicLod, my steam FSP drops 20 frames.

So what is the deal with these counters or am I doing or reading them qrong
