is it implemented, to add / enter a position to the flight plan by Place-Bearing-Distance (PBD) information?

For example: FUN211.0/006.0 (Funchal, 211.0°, 6.0 NM)

Not in the dialog windows which read coordinates (userpoints, jump to coordinate and others).
You can use measurement lines for this:
