can LNM display the actual time and fuel over a waypoint no matter what the performance file says by accessing fuel over SimConnect?

SimConnect does not provide time and fuel for waypoints.
For the progress tab LNM already gets fuel flow and speeds from SimConnect. There you can see fuel and time for the destination, TOD and next.

Make a performance profile. This is not difficult. Or download one.
