I want to add/edit jetways to airports without moving scenery slider.

Is there a freeware program I can edit my FSX airports, adding extra moving jetways where I like in the airport and not change my scenery settings?

There are two free airport editors, Airport Design Editor 1.35 and FSX Planner v28. Either of these will allow you to proceed on your quest for more jetways. Just be forewarned that the jetways will impact FPS.

You can always disable the jetways by removing the exit data from the AI. I did this to my Ultimate Traffic AI and my jetways no longer will move for them but still will for the plane I am flying.
