I know this question has been asked and answered many times but in my search I haven't found the answer yet. What utility/program is used to open gauges to be able to change the textures in them? Maybe this is one question that is general knowledge and I should already know it please help.

The .cab Gauges can be opened with a simple zip-Programm like winzip.You have to recompress it again with cabdir from the MS Panel SDK.

XML has been explained, for true GAUs, a resource editor (e. g. ResHack, prolly do a google search).
