Has anyone here attempted to fake a VOT facility? At a local airport here in Halifax, they have a VOR testing facility (VOT). I want to recreate it so that when you tune and ident it's a constant "......" and will only center when on North and South and have full deflection on east and west. Am I making any sense?

I don't know if you can make a special VOR station with the characteristics you describe. You can try with EasyNavs by Herve Sors - http://perso.wanadoo.fr/hsors/FS_Soft/index.html . At the least you will get a standard VOR station.
