Error with ExcBuilerV2

I need some help, I downloaded the ExcBuilder program to use but when i click the ExcBuilderV2 file after unzipping it i keep on getting this message: Class not registered, Then it says i need MSSTDFMT.DLL installed on my computer. It already is so i dont know whats going on, can anyone help?

Hi,If the file is already on your system, you might need to register it. You can do this by entering the following command in the run option of Windows:regsvr32 msstdfmt.dll
