ooops, meant to say TTools........Seriously, what is this stuff about? Is this a way to control AI aircraft kind of like what FSTraffic used to do?

Yes. You can read the very complete manual for the details. You can also alter the routes AI traffic takes at airports using AFCAD and AddaGate.
