One More Layering Question - Really !

I see two processes inuse when developing a new layer.1.) Mike Lyons deletes the runway(s) on the "other" side;2.) The AFCAD instructions suggest shortening the "other" runway(s) to force the traffic onto the one you desire (by having it available as longest).Which works best?

I believe they should work exactly the same.
