Looking for Scenery Utility

Sometime ago I used a two part utility to decompile the VOR.bgl and another to add a vor at KPHL then recompiled with the first utility back to the VOR.bgl. Last week I was forced to reformat and reinstall all my software ( what a pain, runs better though !! ). One of the few items I don't seem to have saved was that two part utility and I can't seem to find it at the usual sites although I'm sure it's there. Can anyone help with a name(s) and/or sites.TIAJimBob
