Use AFCAD if you like, to make the airport in Question controlled.READ the READ ME'S that is included with AFCAD to accomplish this.Ed

AFCAD documents state AI will fly to any airports but sit on the runway if not cleared by TWR. After adding a TWR with AFCAD make certain the TWR FREQUENCY is added; if not, the planes will STILL sit on the runway.
