You might try fiddling with your level mapping, since trying to load hi-res tiles as far as the eye can see can result in reduced TPS rate. I have exactly the same situation with FS9 (was getting about 45 TPS), although static TPS (startup) is between 1000-1500+, which by rule of thumb should be around 500 TPS (50%) during active flying. By lowering my level mapping values, I was able to bump my active flying TPS to about 120-160. Still far from great and now I don't get edge to edge hi-res gorgeousness, but was an acceptable balance between increased TPS and visual quality. Also, the lower you lock your display framerate, the better. (Which is the opposite for FS9) FWIW! Good luck.
