    Have you got ftx GLOBAL VECTOR installed?
     
    This looks to me like the typical elevation problems which could be corrected by "Airport Elevation Correction" using ftx Global Vector Configuration Tool.
     
    I had this with a number of airports and that tool solved almost all of them.
