No snow anywhere using live weather

my friend lives outside of Sioux City. There's a blizzard there right now. Couldn't get the weather to be anything other than a sunny green day using live weather. Tried to recreate a blizzard by customizing the weather. Game crashed. Finally just set it as snow, flew out, window froze over with all the heat on. game crashed.
