I have noticed that at around -10C SAT I have a message that NO ICE DETECTED when anti ice is engaged ...so shall I not engage anti ice until I get a message that there is ice detected?

May be of no help, but on the 744 nacelle anti-ice is used only when temp is between -39 and +10 AND when VISIBLE moisture is present. I believe below -40 degreesC ice does not really "stick" for want of a better explanation.
