airspeed stuck at 30kts on ground

I do not know what is causing the airspeed indicator to stick at 30kts. When the aircraft passes 30kts the airspeed will increase. After landing it then sticks again at 30kts. Failures are turned off.

I think it is the way it is supposed to be. Pitot tubes don't work well below 30-40 kts. For example ERJ-145's airpseed tape will not come "alive" below 40 kts.Michael J.
