DVI connection

I have a GeForce 3 TI 200 with a DVI connection. I plugged in the converter and a monitor to it. It doesn't appear on the desktop as a second monitor. Granted the monitor is a 15" paper white (sic-black and white) VGA max res 640x480. Win XP Pro SP1 and nearly latest nvidia drivers. Any ideas on what I might need to do?

I tried this monitor on a Radeon 9800 Pro XT and it doesn't work either. I tried a 15" 800x600 capable monitor on the 9800 and it did work. I suspect the resolution is just too low, even though I can select 640x480. I will try two color monitors on the GF3 next to make sure it does work ok....
