FS9.CFG - LOAD_WEATHER=1

Any idea what this parameter results in? Is this related to FS9 occasionally wanting to connect to the Internet?In conjunction with my AS2004, will setting this to 0 result in my not having to clear weather when starting external app weather writes?BTW, saving my flights (in a parked state for flight starts) with the Clear Weather theme outputs a clear weather call to FSUIPC when the flight is loaded as verified by the FSUIPC log file.Thanks for any clarifications.
