752F elevator

I just did a flight in my 752F PW ups plane. While taxing for t/o I went in spot view and noticed that only the left elevator was moving and the right wasn't. Yet the FCSD showed both were working. The plane flew fine with no problems. After landing I checked again while taxing to parking and the right elevator still didn't move in spot view. I haven't looked at the other passenger planes. Has anyone else noticed this?
