I am familiar with K events, but is there a way to simulate the pressing of keys on the keyboard, like Shft + V, with XML code in a click event in a gauge?Not capturing keystrokes, but causing an action that keystrokes would cause, with XML.

If you are trying to contol an external programs keypress then no, it cannot be done, unless,, that external program has facilities within FSUIPC. If you are trying to do something within FS ( what ? ) then it might be done through a series of K-Events.
