How can I detect...

...that the FUEL Switches are OFF before the BATTERY Switch is ON? I should be able to do that according to the Normal Procedures NP.20.4: "Verify fuel switches are off." But I see no difference...

Not quite sure I get you here, but ehm... by looking at the fuel switches and check if they are in off-position?
