FSX SDK BGLcompiler problem

so my scenery for KCRG involved a new AFCAD file and i placed parked aircraft with the FSX SDK object placer.the file name with the placed objects is KCRG_objectdata.xml when i try to compile it with the BGLcompiler, i get a command promt window that opens for 1 seconed and closes. but theres no BGLfile generated.ive searched this fourm and another and have tryed every suggestion that i could,none have workedso is there anyone who can help. or am i just screwed

i cant use the "open CMDpromt window here powertoy, caues i have Vista.and iv never been abel to get a command promt to do anything any way
