April 20, 201016 yr Rick Pipers Viscount 800 using Fraser A McKay's panel (vc813p32).I stop engines by moving HP fuel cocks to SHUT position.Starting - move HPFC to 'open' position and follow directions from manual but cant seem to turn over and fire up.Anyone help please?thanks,
