If you actually want to make scenery yourself, then I would recommend looking at the Abacus program FS Design Studio, which is simple to use, has good tutorials and is relatively inexpensive. Photorealistic scenery is good, but if you like flying fifty feet off the deck in a helicopter, it probably won't look too good, whereas something like Ultimate Terrain, which soups up the default scenery and tweaks the autogen a bit would work better in that circumstance. If on the other hand, you like flying airliners at 30,000 feet above the Earth and want to emulate visiting the real country, photorealistic terrain is well worth having.
