No, there is only an ILS 13L Approach; same in the real world too. The usual approach used for JFK Rwy's 13L/R is the CRI (Canarsie VOR). In the real world, JFK ILS 13L is only used when it must be used as there is considerable impact to LGA, EWR and TEB.
