How to close a flightplan?

I tried to close it by asking Minneapolis Ground to close my flightplan at 14:30 Zulu, like it is mentioned in the PDF....you know "Minneapolis Ground, Continental 1125 request you close my flightplan fram Kansas City International at 14:30zulu"All I got was "unable at this time"...but why? My request was correct wasn't it? I was parked also so...???

Kensei,If remember correctly, opening/closing flight plans are only done through FSS and not a Ground ATC unit.
