Well, I've not a super awesome computer, and well you see, the 737 is my favorite aircraft and I want to fly this airplane in all its beauty. So my question is, will this bird have an option to change the texture resolutions and change the frame rates of the displays? If so that would be greatly appreciated.

Most likely since this has been an option in many other PMDG planes.

As with most FSX aircraft, adjusting your global texture slider in options>display will change the texture resolution. You can also uncheck "high resolution VC" in options>display>aircraft, which will reduce the gauge graphics down to 25% of their original size. We've designed the airplane in such a way so that if you choose to do this, the displays are still very readable. This option will probably give you the biggest boost in frame rates. Finally, yes, there is an option in the PMDG 737NGX to change the refresh rates of the displays in both the VC and the 2D panels.
