Re-registration after moving RC folders

I have RC4 up and running but inadvertently let it install under Program Files in Windows 7. If I want to move it to a directory where I won't have the "run as admin" problem, should I uninstall, re-install, and request a new key?

You don't need a new key. The current one will be fine. Good move to locate RC4 outside of Program Files. :(

The issue requiring RC to run as admin has to do with access to your documents folder where your plans, .flt., wxr., etc. is stored and most of all access to FS and all folders underneath it plus FSUIPC itself if FS itself is under a Program Files folder.
