CAT II/III holding point markings

I've noticed that at some airports there are signs and markings with "CAT II/III" as you approach the runway while taxiing. What do they mean? I'm guessing that these are holding points used during CAT II/III operations, maybe to avoid ILS signal interference from aircraft on the ground? Is that correct?
