Ideally the East Coast server would be best for me considering it is the closet. However last night it was giving me major issues, and even though I typed USA-North IP in it ALWAYS connects me to East Coast no matter what i type in there? Is there some setting somewhere I musta clicked that keeps a saved configuration and something I have to do to keep it from always loading the same settings and servers so that I cannont change them?

This would depend on what Pilot Client you are using.With SquawkBox, you can use the drop down box and select the server you wish to connect to. I don't use FSInn, so I don't know how it works, but I am sure someone familiar with it can answer this question for you.
