Windows to full screen gives me a FPS boost?

OK, for anyone that still remembers FS2002, when I start up in full screen mode I get (for example) 15fps. If I switch to windows mode, it jumps up to 25-30. ALT+ENT back to full screen and it'll stay at around 25-30. Same for all aircraft/locations/dense/sparse/etc.Landing at Simflyers KEWR tonight with the CS 727 (at very dense) it showed 4fps. I paused it, switched to windows then back to full screen and it sprang back up to 12. What's going on?

Are you running MSFS in the same screen resolution as Windows?...Rick

Yes. 1024x768/16. Desktop and FS are the same. I'm still using W98SE too. Geforce 2 MX440 card. Don't laugh....
