XML question for the experts

I just noticed that the timezone differential values for part of Africa are off by 1 hour. I have FSX SP2 and I had installed realtime program several years ago and up to this point found it to be almost accurate in all places (within a small difference in longitiude sometimes). Since most of AFRICA does not use DST the time differentials should be constant. Point is I have access to the timezone bgl files in realtime directory but I am not able to disassemble them. I have tried bglanalyze (several versions) and the only thing I get when I try to disassemble is the header for the XML file but no content. I used to tweak bgl files all the time back in the FS98 days using a program that would output a scasm file that I could edit with notepad and then recompile. What program and what is the procedure to accomplish this in FSX? I apologize for my ignorance.
