Antonov An-12 'Fluger Switches'. What are they?

I have an Antonov An-12 which installs with a fairly complex Russian panel: the Flight Engineer's Panel includes a set of four 'Fluger Switches', which can be turned on and off and illuminate a set of indicator lights in the panel. I have Googled this, but no results to say what these do and when they are used. The only clue in the manual is 'when the engines are pressed the pumps are switched off'...Are these simply the fuel pump switches then?Thanks,Martin
