Greenhorn having issues with SDK

I just bought a new optical drive and installed the SDK properly. I have been reading instructions and tutorials for this but am unsure of editing the dll.xml file. Here it is.

 

My path for the SDK is c:\program files(x86)\Microsoft Games\Microsoft Flight Simulator X

My path for FSX is e:\Flight Simulator X

 

I would have installed the SDK to its own folder on the E drive but it sounded like it was better to install it to the default location to avoid this issue I am having of the toolbars not showing. Not only that but I never got the permissions prompt when I loaded FSX flight. So it's probably that it cant find FSX right? So here is the dll.xml. Does anyone know what I am doing wrong?

I changed the addon lines to False i.e. <Disabled>False</Disabled> and put in the absolute pathes to the SDK under the tools and still no workie.
