Can a CFI or CfII train and endorse family members? I've looked in the FAR and online and haven't found anything even hinting about any conflict of interest or who they're allowed to endorse.

I have never heard any such thing (a conflict of interest).

 

When you make an endorsement... you hang your (CFI) license on the fact the individual has met the applicable FAR requirements to meet a certain level of proficiency... not who the individual is or relationship to this person or that...

 

It's not unheard of for a parent to train their child to fly.

 

The reality is... it does not matter if related or not... If not 100% confident in their ability (which includes meeting the applicable requirements) the student did not get the sign-off.
