Managing dual monitors in Win 8

I recently put together an HTPC from old hardware that was running FSX. This is my first real attempt at dual monitor (I have some laptops, but typically only really use one of the monitors).

 

Anyway my configuration is that I am using an NVidia 8800GTS Monitor 1 is a conventional 1280x1024x60hz lcd using dvi. Monitor 2 is my CRT RPTV that runs at 1080i - 1920x1080x30hz using dvi-hdmi via an AVR. In Win 8 I have the graphics set up as monitor 2 (the TV) as primary and extended desktop. That all is working but here is where I get tripped up:

 

If I have the AVR on and boot Win 8 all proceeds as desired. But sometimes for managing I just boot the HTPC with only my lcd on. In this case the start tile screen is on the lcd which is OK, but if I later turn on the AVR/TV I can't get the start tile screen back to the TV. Is there some way to force this without rebooting? Is guess the real question is how best to manage things when one or the other monitors is not being used? A side issue is, is there any way to force the start tile menu to be on the TV while the desktop taskbar notification area etc is on the lcd? Between the focus and oversan on the TV I can't really use the desktop on the TV (other than running FSX or other program full screen). I can drag windows over to the lcd but some things like the notification icons are hard to use from the TV. I'm thinking of experimenting with the options for larger text only and maybe that will take care of the desktop issue. Still would like to force the start tiles to display on the TV if it is on.
