Change views (full screen) GPS panel becomes hidden?

I think perhaps there is a simple solution to this, though i'm not sure what it is offhand..

 

But, if I have full screen FSX running and hit shift 3 to bring up the gps and resize it... i then change views and the GPS panel becomes hidden.. is there a way to force it to stay ontop, so shift 3 isnt needed again?
