AI traffic strange problem

Since I am not seeing any ai in the air at all there has to be a real reason. I decided since I have tried the suggestions given here and nothing has worked to go back to square one and redo fs9. Of course I will save all relavent files and add in as I go. But I want to see exactly by slowly adding in flight traffic files where the ai stops in the air.
