I bought NavDataPrio a few months ago. I bought a single data set (12-13). I reinstalled my PC today and also want to reinstall that cycle but the ONLY option I have is to download 13-05...? Which I can't because I am not entitled... How can I get a hold on the 12-13 dataset which I am entitled for...?!? Anyone knows how to get this done?

It should have made a backup of the cycle prior to the update.  It would be contained within the NavData folder within your installation but seeing that you have reinstalled your PC (OS?) then you've lost the old dataset.

Hm, nice... Luckily I had a backup of my old installation so I have restored the old NavDataPro folder and I was able to install the cycle, which was now marked as local... I expected simply being able to install the software and install the cycle I purchased but apparently that's not so. A bit odd, if you ask me...
