Was just wondering if It is yes.  If no... then would it be possible to make it happen?

The same applies to repaints as aircraft models: If you don't have it, you will see the delta arrow. If it were possible, it would require a code change to make your Flight download the other person's repaint.

If I am understanding correctly, and for example:

If everyone had the "Police Escort" livery pack from F50Ace and installed all 3 planes within that pack regardless of which plane you are flying...then you would see the other two planes and you are flying the third one in the pack... if you set up (the three of you) your multiplayer game that way...correct?

As long as you have the liveries that the other people are flying installed on your system, you will see them in their correct liveries. The same applies to them. If they have your livery, they still see you correctly. If a livery is missing, the user's aircraft will display as the delta arrow.
